Do I need a microphone permission?

Yes, the browser will ask for it. Without permission it cannot hear anything.

Does it add punctuation on its own?

Partly. Saying «comma» or «full stop» out loud is still the reliable way to get the punctuation you want.

Which browsers support it?

Chrome and Edge handle it best. Support in Firefox and Safari is more limited.
